The distinction, however, is useful as a descriptive shorthand in the Russian case. Strategic groups include those organizations occupied with promoting (largely) liberal feminism and women's empowerment (for example, the advocacy organizations, women's research centers, and consciousness-raising groups), although the latter are not necessarily interested in political participation or lobbying.
