Liberal individualism holds that the essence of the self is presocial, analytically separable from the society in which it is located, with ends formed pre-politically and liable to conflict with the ends of others (Warren 1992: 8-9). It is this belief in a conflictual sociality that gives rise to the demand for an adjudicating power—as Benjamin Barber puts it, rather caustically, this is "politics as zookeeping" (1984: 20). More positively, liberals emphasize the capacity of the individual for rational self-determination.

(Dunn 1992:256) Introduction Democracy has been both one of the greatest aspirations and achievements of modernity and one of its greatest disappointments. The passing of centuries between the collapse of the ancient Greek precursor and the reestablishment of democracy as a vital ideal and viable system makes its recent globalization all the more remarkable. The revival of democracy was achieved in part through the victories of social movements over entrenched interests.

This is uncomfortably, and perhaps surprisingly, close to the position of elitist liberals described above, revealing a common antipathy to popular participation in political processes and indicating the authoritarian direction in which such antipathy can lead.
