The relative weight carried by business and countervailing forces, however, is dynamic: it may vary significantly across policy fields and may change over time. All in all, existing research provides some important clues on business political matters across different fields of public policy, and on how public policy creates an institutional framework that integrates relevant business players. Furthermore, each industry faces a key set of problems: product profiles vary; different regulation applies and from the perspective of countervailing forces, industries also differ in terms of political saliency.

They have received significant attention, and they sometimes appear to have far greater leverage than labor and consumer organizations – either because they are powerful actors in setting agendas, or because they are relevant partners of those corporations and industries that need and prefer some kind of third party participation to implement and solidify arrangements. In other words, countervailing activity can be particularly important if it is economically related to business and it is worthwhile for civil society organizations representing labor and consumers to link up with these groups in political agenda-setting, build alliances that enjoy broad credibility and also bank on their images as watchdogs.

In such cases we still need, however, to qualify what is typical when both business and countervailing groups contribute to global policy-making, and what characterizes the leverage of different coalitions. These different approaches and lines of research all harbor a potential for analyzing global policy arrangements involving business as well as countervailing forces, but few of them actually take up this challenge. The primary research problem is not the conceptual elusiveness of, for instance, networks and advocacy coalitions, but rather the strong and prevailing 24 Karsten Ronit compartmentalization in the study of these two groups of private actors.
