In the United Kingdom there has been no institutionalization of TA or any clearly recognizable TA discussions (Smits and Ley ton 1988), but "attempts at technology assessment, by other names, are nevertheless made in practice" (Coombs, Saviotti, and Walsh 1987, 241). From the beginning it was felt that many TA functions were already being carried out by means of a task force approach: the occasional establishment of Royal Commissions to look at particular problems.

Consequently, a much broader and deeper assessment of new technological developments was advocated to encompass their discernible and relevant implications for society and to make possible their incorporation into the decisionmaking process at any significant level of society.
