Management of Foreign Affairs In administering relations with foreign governments, the Continental Congress dealt with four main areas of activity—the framing of external policy, the creation of agencies for administrative management, the sending and receiving of emissaries, and the consummation of treaties and agreements. During the fifteen years that the Continental Congress functioned, it assumed responsibility for the collective foreign affairs of the States in two respects.
