For these reasons, the French system of protection and subsidy, both of film production and of independent cinemas, may become even more important. For all its faults and compromises, it has allowed a relatively diverse film culture to survive and, thanks to the a et e houses, continues to give French viewers a far wider choice than is available in the Anglo-Saxon countries.

The CNL, the Centre National du Livre, is France’s major source of help for publishers, bookstores, and libraries as well as for aid with difficult titles and translations. It is a model for what could be done in the US, the UK, or other countries that wanted to give substantial help to authors, publishers, and booksellers. Its budget, 37 million euros for 2008, dwarfs that of the regional entities and encompasses many major national efforts. Its 300-page annual report lists thousands of grants, some very large.

But that does not mean that some measures, even local and institutional support, could not be developed to create independent cinemas. A tiny local sales tax on movie tickets or even on DVD sales would suffice to create a small not-for-profit independent in most cities. Even large universities, such as NYU, that have substantial and very profitable film schools do not plow back some of their income into helping create and maintain not-forprofit art houses. Their alumni might be willing to pressure these universities to invest the small amounts that would be needed to place a cinema in one of the auditoriums.
