The panel recommends stronger planning efforts that would help contribute to clearer criteria (Recommendation 1). The panel also recommends that NSF concentrate more effort in designing a better—understood review process for each major award (Recommendation 8). Primacy of Technical Merit Technical merit must be the primary consideration in making awards. In a given fiscal year, NSF supports about 18,000 research awards. Annually about half are new awards chosen from among about 24,000 proposals (including renewals). The remainder are continuing awards in their second or later year. Most of the 18,000 awards are grants to individual researchers or small research groups.
