In this regard the permanent secretary can state in writing disagreement with ministerial proposals which he feels cannot be defended before the Parliamentary Accounts Committee. 11 More recently Sir Tim Lankester, then permanent secretary at the Overseas Development Adminstration, refused to sign the cheque for the Pergau Damn project, saying in a memorandum to Lady Chalker, the Overseas Aid Minister: ‘Implementing Pergau now would impose a cost penalty to the Malaysian economy of over £100 million, compared with alternative gas Turbine projects.

Most departments have statistics, legal, finance, establishments and organization branches. Each department’s finance branch is headed by a principal finance officer of deputy or under-secretary level who is responsible for the department’s financial and accounting policies and procedures. The principal finance officer deals with costing and estimates of the department’s functions for the Public Expenditure Survey and prepares parliamentary estimates.
